I Love The Smokey Eye Look That Hilary Duff Has As Well. Here's How I Create The Smokey Eye Look.

1- Use Shimmery Cream Or Pearl Or White Eye Shadow All Over The Eye And Along Your Brow Line.

2- Now Use A Much Lighter Color Like Soft Grey Or Soft Blue or Lite Green Shadow To The Eye Lid And Smudge Upwards. Just So It Shows A Hue Of Color, Try Not To Over Smudge To The Brow Area (Half Ways Should Work Just Enough For The Color To Show A Bit).

3- Now Finally Use Ur Darkest Color Like Black, Dark Grey Or Dark Blue ToThe Lid Only. Now Apply ur Eyeliner Smudge It A Bit Than Re Apply Ur Darkest Color To The Lids.

4-And There You Go Smokey Eyes (You Can Even Apply Mascara If You Want The Eyes To Look Dramatic).
